Given below are the minutes of the meeting of the above parish council held in the Communal Room, Cherry Tree, Bridport, on 8th September 2020. The meeting commenced at 7.30pm.
PRESENT: Cllr Gay, Cllr Lathey, Cllr Bowditch, Cllr Beer, Cllr Trott, Cllr Wrighton, 2 x members of the public. Mrs Amy Stephenson recorded the minutes

1. APOLOGIES
None

2. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS
Cllr Bowditch and Cllr Trott in Item 12 and donation request for same

3. MINUTES OF PREVIOUS MEETING
The Chairman asked if everyone had both received and read the minutes of the last meeting, if so, were they a true record. ALL AGREED that the minutes were a true record. The minutes were duly signed.

4. MATTERS ARISING FROM THOSE MINUTES
None

5. PUBLIC PARTICIPATION
Dorset Council spoke to Cathy Harvey re a sewer down through North Allington that isn’t used. Looking to see if they can connect it to help take the pressure off.
There will be a double decker school bus on Wednesdays through North Allington – due to this they have cut all the trees back. 
Clerk to write to Dorset Council with regards to flooding in North Allington that still needs addressing. The new development at Bridport Hospital will create extra run off which will make a bad situation even worse.

6. FINANCE REPORT
a) Current acct: £9,501.99 with a VAT reimbursement of £3,856.14. savings acct: £7,644.63 
b) Donation requests received from Allington Hillbillies and Citizens Advice.
£1,000 proposed to Allington Hillbillies by Cllr Lathey and seconded by Cllr Gay
£1,000 proposed to Citizens Advice by Cllr Lathey and seconded by Cllr Bowditch.
All in agreement.
c)The following cheques were authorised by the council: Clerk’s wages (for past month) £315.40 HMRC £0.20, reimburse clerk for email renewal £8.34, reimburse Paul Bowditch for motor fuel £15.75
d) Budget for 2021/22 was tabled and it was agreed to accept it as it sttod. Proposed by Cllr Lathey and Seconded by Cllr Bowditch. All in agreement

7. REVIEW PARISH COUNCIL STANDING ORDERS
These had been distributed beforehand – all were in agreement to accept them as they were.

8. PLANNING APPLICATIONS
WD/D/20/001751 – 209 Orchard Avenue – adjoining consultation – erect 2 storey extension. No objections

9. NEIGHBOURHOOD PLAN
For the Bridport Area JCC tgo be able to operate, all participating councils will need to resolve to agree to a governance structure consisting of Neighbourhood Plan Joint Councils Committee and a Steering Group with terms of reference. Also the use of Bridport Town Council’s Standing Orders and Financial Regulations for the purpose of administering the business and finance of the NPJCC only. Parish Councillor’s had read all as had been previously circulated and were in agreement. This is to make sure that the Neighbourhood Plan is used within any planning applications.

10. CHERRY TREE PLAY AREA
A dog has been seen in the play area and there has been dog mess in there. There has also been a bike in there for a month which needs removal. Swings – safety matting coming away which could be shrinkage and a possible trip hazard. Will look at getting this done soon.

10. WOODLAND TRUST PLAY AREA REPORT
All fine.

11. COOPERS WOOD
Hill and field have proved popular over lockdown. Paul Bowditch re-cut pathways for a 2 meter distance to enable social distancing.
Coopers Circle needs further work over the winter. Newly installed well being area hopefully will be fully furnished by end of the month. ROSPA report showed repairs were needed but only found one person that can undertake those – quote circulated to APC and all were in agreement.
