Given below are the minutes of the meeting of the above parish council held in the Communal Room, Cherry Tree, Bridport, on 9th April 2019. The meeting commenced at 7.30pm.

PRESENT: Cllr Lathey, Cllr Wrighton, Cllr Bowditch, Cllr Gay, 4 x members of the public. Mrs A Stephenson recorded the minutes

1. APOLOGIES

2. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS

3. MINUTES OF PREVIOUS MEETING
The Chairman asked if everyone had both received and read the minutes of the last meeting, if so, were they a true record.ALL AGREEDthat the minutes were a true record. The minutes were duly signed.

4. MATTERS ARISING FROM THOSE MINUTES
BT manhole has been replaced/repaired.

5. PUBLIC PARTICIPATION
Member of public present to express concerns re Lower Pymore Farm planning application – concern is traffic as parking outlined for 8 cars. Also speed of cars already too fast along that road. Would like to see traffic calming to reduce spped on that stretch to 5mph as there are also walkers along there. There was a previous application on that site that was turned down due to the Water Board.

Need another bus timetable in the bus shelter with new times. A4 perspec covered board. Allington Hillbillies have one and will liase with Phil.

6. FINANCE REPORT
a) Current acct: £3,966.26 savings acct: £7,609.86
b)The following cheques were authorised by the council: Clerk’s wages (for past month) £307.56 HMRC £0, 

7. PLANNING APPLICATIONS
WD/D/19/000539 – Lower Pymore Farm – conversion of existing farm buildings to mixed use. Parish Council oppose this. Concerns re access, concerns with bridge weights, concern re number of vehicles and use of historic bridge, request Environment Agency’s views. Concern we increase in volume of traffic and speed. Concerns this could be the start of a bigger development.

8. NEIGHBOURHOOD PLAN
Very nearly there. Reg 15 Submission was going to happen but have had to change some of the wording – Parish Council agree with the wording change.

9. CHERRY TREE PLAY AREA
No Don present. Play Area appears fine.

10. WOODLAND TRUST PLAY AREA REPORT
All fine. Well used 

11. COOPERS WOOD
Some homeless people living in tents on the hill. This has been reported. This is of concern due to issues surrounding the activities of these people. Woodland Trust aware.

Hillbillies have had communication suggesting it would be better to do the Well Being Area under the Parish Council as then would not need planning application as seen as permitted development. Council agreed.

12. PROPOSED HOUSING DEVELOPMENT – Land east of Dottery Rd
Proposed building on land in Dottery (other side of Court Orchard). Parish Council only made aware of this in the local paper – no previous consultations. Parish Council extremely concerned and will not be supporting this. Will email developers strongly worded email with our concerns and demanding a meeting with them. They have refused to attend a meeting where members of the public will be present but will meet with councillors on their own. There are concerns re access, how affordable these could actually ne, current infrastructre cannot support this.

13. CORRESPONDENCE
Cllr Lathey told all that had a meeting re Bridport Co-Housing – they have to have sales of 65% of the homes before they can start digging ground – currently only at about 35%. Also now looking at allowing people from much further afield as not enough in this area wanting to take this up – council not happy. Had thought they had secured a contractor but this has fallen through
