Given below are the minutes of the meeting of the above parish council held in the Communal Room, Cherry Tree, Bridport, on 13th September 2016. The meeting commenced at 7.30pm.

PRESENT: Cllr Lathey, Cllr Trott, Cllr Beer, Cllr Wrighton, Cllr Gay, Cllr Bowditch, 10 x members of the public. Mrs A Stephenson recorded the minutes

1. APOLOGIES

2. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS

3. MINUTES OF PREVIOUS MEETING
The Chairman asked if everyone had both received and read the minutes of the last meeting, if so, were they a true record. ALL AGREED that the minutes were a true record. The minutes were duly signed.

4. MATTERS ARISING FROM THOSE MINUTES
North Allington drains have been cleared.

5. BRIDPORT CO-HOUSING GROUP
Charles Cousins, Project Co-ordinator updated all ont he co-housing project. Hastoe Housing have agreed to work with them. Plans are being revised so houses will be of slightly different size and shape. All is subject to planning department agreement. Hastoe have suggested further development of the site. Wessex Water have been contacted with regards to capability of the drains. There will now be up to 64 properties in total (34 were initially agreed, therefore up to 30 more on the second site). Parish Council were concerned that this will now impact on the orginal scheme which planning had been allowed on as an exception site. Permission was given as this was a model scheme. This scheme is now unlikely to be the model scheme that was agreed and therefore may face some opposition. Charles replied that all of the model scheme would remain e.g. common house etc. Looking at connecting all 64 properties to the foul system as Wessex Water have indicated there is spare capacity. Parish Council advised that the County Council were looking at all the drains in that area only yesterday with cameras. The pipe gets smaller as it gets towards the entrance of Hospital Lane.

6. PUBLIC PARTICIPATION
Members of the public asked questions to Bridport Co-Housing to clarify various things. Someone mentioned that a fortnight ago someone had come round to talk about the flood prevention scheme for the top of North Allington explaining how this will happen.

7. DONKEY LANE
No further news to report on this at this moment in time.

8. FINANCE REPORT
a) Current acct: £4,620.93,), savings acct: £14,589.72
b)The following cheques were authorised by the council: Clerk’s wages (for past month) £272.20 HMRC £7.80, clerks expenses for past 3 months £38.55, Cathy Harvey for gate sign £22.67, Reimburse clerk for internet/doman renewal £38.87, reimburse Paul Bowditch for mower fuel £62.80
c) Budget for 2017-2018 was tabled. It was agreed to accept it as it stood. Proposed by Cllr Bowditch and Seconded by Cllr Beer

9. PLANNING APPLICATIONS
32 West Mead, Bridport – reduction of 2 x irish yews – No objections

10. NOTICEBOARD
Ordered.

11. NEW POST/FENCE FOR 5 A SIDE AREA
3 quotes tabled. It was proposed by Cllr Gay and Seconded by Cllr Trott to go with Clive Richards quote.

12. NEIGHBOURHOOD PLAN
Nothing to report – next meeting in October.

13. CHERRY TREE PLAY AREA
Don not present, but had been concerned about rubbish piling up against fence on Longhayes Avenue side.

14. WOODLAND TRUST PLAY AREA REPORT
Cllr Bowditch reported all was fine.

15. COOPERS WOOD
Cathy reported that all was fairly quiet. People had been parking in front of the gate but she had put a sign up on the gate to try and stop this. Obtaining quotes for laying the hedge. Advised that any events that take place on the hill that the Parish Council need to be made well aware of in advance.

16. CORRESPONDENCE
Various were available to read including a letter from Sarah Worner asking if it would be possible to have a fenced off areas that dogs could use for training purposes etc. This was discussed by the parish council and objected for the following reasons: There is a public footpath that runs though the area in question. Also the Parish Council lease this land from the Woodland Trust and this lease would not allow us to have another fenced off area within this area of land (we currently already have the 5 a side area). This land is meant to be an area of open space and we would lose a proportion of it if the council went forward with this idea.
