Given below are the minutes of the Annual Meeting of the above parish council held at Cherry Tree Communal Room, Allington on 8 May 2018. The meeting commenced at 7.37pm.

PRESENT: Cllr Lathey, Cllr Gay, Cllrs Trott, Bowditch, Wrighton, and Beer, 4 members of the public. Mrs A Stephenson recorded the minutes.

1. APOLOGIES
None

2. ELECTION OF OFFICERS
The current Chairman stood down whilst the read out the below:
a) CHAIRMAN– As there had been no applications received for Chairman, Mr. Lathey had been asked to be re-elected for another term of office. Cllr. Bowditch proposed Cllr. Lathey be re-elected as Chairman, Cllr. Wrighton seconded the proposal. ALL AGREED. Cllr. Lathey will therefore duly sign the Declaration of Office notice.
b) VICE CHAIRMAN– As no-one had come forward to be Vice Chairman for the following year, Cllr. Wrighton said she would be happy to stand for another year. Cllr. Bowditch proposed Mrs Wrighton be elected as Vice Chairman. Cllr. Gay seconded. Cllr. Wrighton duly signed the Declaration of Office notice.
c)Councillors in other roles agreed to carry these on for another year (Ancient Monuments Officer – Cllr. Lathey, Trees & Footpaths Officer &Woodland Trust Play Area Rep – Cllr. Bowditch).
All Councillors present signed the Declaration Of Office notice.

3. TO RECEIVE DECLARATIONS OF MEMBERS INTERESTS

4. MINUTES OF PREVIOUS MEETING
The Chairman asked if everyone had both received and read the minutes of last years annual meeting, if so, were they a true record. ALL AGREED.The minutes were duly signed and dated.

5. MATTERS ARISING
Cherry Tree Play Area – various items of renewal needed – clerk awaiting quote
Pathway near play area being looked at by Magna

6. PUBLIC PARTICIPATION
Large pot hole in Cherry Tree main road.
Speeding traffic up and down North Allington.
Weeds in gutters. Ask Highways to do gulleys
Highays put markers in drains in North Allingotn and some have come out, please can they put them back in – 196 North Allington has them all.

7. FINANCE REPORT
The account balance was read out to Councillors and as usual all books were on the table for any member of the public to read.
a) The balance of ordinary account now stands at £3,032.43 as the first half of the Precept had also been received at £5,500. The savings at £14,607. Money received in interest is £2.28.
b) .The following donation requests were approved: Donation to Allington Hillbillies £1,000, Proposed br Cllr Lathey and Seconded by Cllr Gay. Donation to Loders School PTFA £100, Proposed by Cllr Trott and Seconded by Cllr Beer. Donation to Bridport CAB (S142) £1000, Proposed by Cllr Bowditch and Seconded by Cllr Gay
c) The NALC and SLCC have announced their revised pay scales which means the clerks salary will automatically go up from £301 per month to £307.56 per month, although she ill stay on the same pay scale.
d) Cheques for approval and signing were for £303.36 for Clerks wage, HMRC £4.20, Leigh Hansford for internal audit £10, Community First for insurance £560.68 (this has gone up by just over £30 and all councillors were in agreement to accept this), and cheques as above.
e) Internal Audit had been undertaken. All was found to be present and correct. It was proposed to accept this by Cllr Bowditch and seconded by Cllr Beer.
f) External Audit was presented. The External Audit has been completed by the Clerk and was handed to all Councillors to view. It was proposed by Cllr. Lathey and seconded by Cllr. Wrighton to approve Section 1 – Statement of Accounts, Section 2 – Annual Governance Statement. It was noted that all the answers to Section 2 were Yes other than where they were not applicable. This was agreed and accepted by all. Certificate of Exemption completed.

8. PLANNING APPLICATIONS
None.

9. COOPERS WOOD
The gate latch on the main small gate is broken – clerk to contact TMH Fencing.
There has been damage in Coopers Circle caused by 3 x 13yr olds. Not been caught in the act as yet.
Through the winter months, Coopers Circle is inaccessible due to mud. We would like to set up a forest school area much closer to the main gate and have permenant fixings to hang tarps with ease. We do not plan to put a fire pit in this area, just seating. We may possible be able to have wheelchair access if we chose the site carefully.

10. CHERRY TREE PLAY AREA REPORT
Don not present

11. WOODLAND TRUST PLAY AREA
All fine, Cllr Bowditch has cut paths and grass.

13. CORRESONDENCE
Neighbourhood Plan meeting on 30th May – 3-6pm. Next joint council meeting 7th June 9am.
